Requires Empire State Development Corporation to allocate at least $15 million annually from its budget to fund mandates in the Economic Development Law, specifically technical assistance and enterprise assistance programs.

Expands state contract definitions to include real property leases involving construction, demolition, replacement, major repair or renovation exceeding $100,000, requiring contractors to make good faith efforts to solicit minority and women-owned business enterprises.

Mandates state agencies submit annual reports to the director with quarterly updates regarding employment of minority group members and women, participation by certified minority and women-owned businesses, and all waivers granted.

Grants the director authority to participate in contracting approval processes and prevent contract awards by non-compliant state agencies that fail to make reasonable good faith efforts to achieve diversity goals for one year after notice of non-compliance.

Requires "diversity practices" to be considered in state procurement contract evaluations, including hiring and retention of minorities and women in management positions, utilization of certified minority and women-owned business enterprises as subcontractors, and use of diverse suppliers and partners.
