Amends the Economic Development Law to add a new duty requiring the Department of Economic Development to develop and establish a consortium of public and private entities

Consortium shall create, operate, and maintain a non-proprietary internet website database describing the emerging domestic marketplace with financial and non-financial analysis

Consortium must establish guidelines, procedures, and standard definitions to ensure database accuracy and maintain privacy and confidentiality practices

Defines "emerging domestic marketplace" as people, places, or businesses with growth potential facing capital constraints due to imperfect market information, including ethnic- and women-owned firms, urban and rural communities, and small- to medium-sized businesses

Takes effect immediately upon enactment
