Amends Education Law section 2856 to modify charter school basic tuition calculations for city school districts with populations between 90,000 and 100,000 inhabitants (including Albany)

For the 2010-2011 school year, charter school basic tuition for qualifying districts shall be frozen at the amount payable for the 2008-2009 school year

For the 2011-2012 and 2012-2013 school years, charter school basic tuition shall be calculated as if computed under standard provisions for 2010-2011 and then held steady

Takes effect immediately, with retroactive effect to July 1, 2010 for section one of the act

Amendments do not affect the scheduled expiration of charter school tuition provisions under prior law
