Department of Health, in collaboration with the Department of Environmental Conservation, shall immediately commission a study on potential health risks from long-term, low-radiation emissions from cellular phone towers, antennas, and base stations on human beings

Study shall focus particularly on adverse effects to the mental and physical development of adolescents and examine effects of cellular phone facilities located on or near school property and day care centers

Study shall review all available data on increased volume of cellular phone service carriers and cellular phone infrastructure, and examine potential health risks from increased exposure to these facilities

Commissioners of Health and Environmental Conservation must prepare and submit a report to the Governor, Senate President, and Assembly Speaker by May 1, 2013, including all data, research, and studies on cellular phone carriers and antennas and statutory or regulatory proposals to mitigate potential health risks

Act takes effect immediately upon enactment
