Prohibits placement and operation of wireless communication facilities (including antennas, telecommunications equipment, and towers) on public housing, senior citizen housing, and nursing home property.

Bars operators of these facilities from negotiating or entering into contracts for wireless communication facility placement or operation on their properties.

Requires existing operators in violation of the prohibition to terminate all wireless communication facility contracts and remove all such facilities within 180 days of the law's effective date.

Defines "nursing home" per Public Health Law Section 2801(2), "public housing" per Executive Law Section 292(11), and "wireless communication facility" as unstaffed telecommunications receipt and transmission facilities.

Takes effect immediately upon enactment.
