Expands eligibility for New York State Veterans' Home admission to include veterans with 30+ days active duty service who were exposed to ionizing radiation from U.S. atomic weapons tests conducted between 1945 and 1963

Extends eligibility to veterans who served in Bosnia-Herzegovina from November 21, 1995 to November 1, 2007, or received the Kosovo Campaign Medal

Adds eligibility for veterans who received the Iraq Campaign Medal, Afghanistan Campaign Medal, or Global War on Terrorism Expeditionary Medal and deployed to specified geographic areas including Iraq, Afghanistan, and 40+ other countries and regions

Requires applicants to have been New York State residents at the time of military service entry or to have resided in the state for one year preceding their admission application

Permits eligible veterans and dependents certified by a physician as needing skilled nursing or health-related facility care to be admitted directly to those facilities
