Requires all ATMs in New York State to display a rating letter indicating the usage fee charged, effective October 1, 2011

Establishes four fee rating categories: "A" for $1.00 or less, "B" for $1.01-$2.00, "C" for $2.01-$3.00, and "D" for $3.01 or more

Rating letters must be posted on a yellow square sign with red lettering, at least 3 inches by 3 inches, placed near the keypad or card insertion slot with a brief description of the rating system

Violation of these requirements constitutes a deceptive act or practice subject to penalties under General Business Law Section 349
