Creates Article 15-B of the Port Authority of New York and New Jersey statute, known as the "Port Authority of New York and New Jersey Police Department Designation as Detective Act"

Allows permanent designation as detective for police officers temporarily assigned to detective duties when the cumulative assignment exceeds 18 months, without requiring a competitive examination

Applies specifically to the Port Authority Police Department, which does not administer detective examinations, with fitness determined by supervisory evaluation rather than competitive testing

Requires designated detectives to receive compensation ordinarily paid to persons holding the detective position

Takes effect upon enactment of identical legislation by the State of New Jersey, or immediately if New Jersey has already enacted such legislation
