Proposes a constitutional amendment adding two new sections (20 and 21) to article 7 of the New York Constitution to establish dedicated trust funds for highways and mass transportation.

Section 20 restricts the Dedicated Highway and Bridge Trust Fund to uses including reconstruction, replacement, restoration, and preservation of highways, parkways and bridges; construction and improvement projects; federal grant matching; property acquisition; professional services; preventive maintenance; and debt service payments.

Section 21 restricts the Dedicated Mass Transportation Trust Fund to uses including reconstruction, replacement, purchase, modernization, improvement, reconditioning, preservation and maintenance of mass transit facilities, vehicles and rolling stock, or payment of debt service and operating expenses by mass transit operating agencies.

Requires the proposed amendment to be referred to the first regular legislative session after the next succeeding general election and published for 3 months before that election, in accordance with article 19 of the constitution.
