Authorizes the Governor to present a military decoration called the "Campaign Medal for Service" to New York citizens or former New York citizens who served on active duty in Afghanistan with the U.S. Armed Forces (Army, Air Force, Navy, Marine Corps, or Coast Guard).

Limits each person to receive no more than one Campaign Medal for Service, with subsequent medals represented by ribbons of colors and designs selected by the Division of Military Affairs.

Requires that recipients maintain an honorable service record; if a recipient dies during or after receiving the medal, it shall be presented to a designated representative of the deceased.

Authorizes the Chief of Staff to establish rules and regulations for proper presentation and distribution of the decorations.

Corrects a spelling error in existing military law (changes "miliary" to "MILITARY" in the Conspicuous Service Star provisions).
