Requires Child Health Plus and Family Health Plus programs to cover outpatient blood clotting factor products and related treatments for persons with hemophilia and other blood clotting protein deficiencies who are otherwise eligible for these programs.

Adds outpatient clotting factor products to the definition of "covered health care services" under Public Health Law Section 2510 and to Family Health Plus covered services under Social Services Law Section 369-ee.

Addresses New York's status as the only state preventing eligible individuals from accessing outpatient clotting factor products, which the legislature finds discriminates against a vulnerable population and increases long-term Medicaid costs.

Emphasizes that home-based clotting factor treatment is the recommended model of care and has improved health outcomes, school and work attendance, and reduced emergency room visits and hospitalizations for patients with hemophilia.

Effective April 1 following enactment, with provisions subject to expiration and reversion pursuant to existing law on program sunset dates.
