Renames the "Employment of veterans with disabilities by the state" program to the "Wounded Warrior Program" within New York civil service law.

Expands the definition of "time of war" to include hostilities in Bosnia-Herzegovina and Kosovo from November 21, 1995 to November 1, 2007.

Adds the War on Terrorism (commencing in 2001) as a recognized period of war, including Operations Enduring Freedom and Iraqi Freedom in specified geographic areas across Afghanistan, Iraq, and other Middle Eastern and African regions.

Allows physicians, physician assistants, nurse practitioners, and the United States Veterans' Administration to certify veterans as disabled but capable of performing job duties, in addition to the existing employee health service certification process.

Provides hiring priority for veterans who received a Purple Heart in combat where the wound caused or substantially contributed to their disability.
