Defines "generation attribute certificate" as environmental attributes associated with one megawatt-hour of qualified renewable energy generated within New York State, including generators in wholesale markets and behind-the-meter installations.

Requires certificates to include fuel type information so they can be used as renewable energy credits (RECs) when the fuel supply qualifies.

Mandates the New York State Energy Research and Development Authority establish a process for certifying generation attribute certificates and tracking their sale and trading independently from the energy itself.

Requires all initial issuances, sales, and trades of certificates to be recorded in the tracking system with easy reporting capability.

System must be developed within six months, be compatible with similar systems in other U.S. regions and Canada to the greatest extent feasible, and account for energy imports from areas without similar tracking systems; Authority may contract with the Independent System Operator or a third party to operate the system with board approval.
