Establishes a Military Funeral Buffer Zone Public Safety Program allowing cities, towns, villages, and counties to require permits for protests within 2,500 feet of military funerals, memorial services, wakes, burials, or processions.

Requires protesters to file applications at least seven business days before protesting and post security bonds ranging from $5,000 (1-5 persons) to $25,000+ (over 100 persons) based on protest size.

Prohibits all protests within 500 feet of military funerals, memorial services, wakes, burials, or processions; protests over 2,500 feet away require no permit or bond.

Allows localities to refund security bonds if protests comply with permit requirements; permits forfeiture of bonds if protests violate permit conditions, with proceeds awarded to the locality, affected families, or applicants as determined by the Division of Military and Naval Affairs.

Authorizes civil penalties up to $500 per protester for unintentional permit violations and classifies intentional violations as a Class A misdemeanor.
