Extends non-discrimination and affirmative action employment requirements to subcontractors on state contracts, requiring them to comply with the same provisions as prime contractors regarding race, color, creed, national origin, sex, age, disability, and marital status

Requires contracting agencies to assess the diversity practices of subcontractors along with prime contractors when evaluating bids and proposals for state contracts

Makes subcontractors subject to the same reporting, enforcement, and penalty provisions as prime contractors, including potential ineligibility to bid on state contracts for up to one year for violations or up to five years for repeat violations within five years

Expands the director's authority to investigate complaints and impose sanctions against subcontractors who violate minority and women-owned business participation requirements

Takes effect January 1 following enactment and expires with Article 15-A of the Executive Law
