Establishes the Micro Business Outreach Center Assistance Program within the Department of Economic Development to provide technical and financial assistance to micro businesses with fewer than five employees.

Authorizes the Department to fund the setup and operation of Micro Business Outreach Centers in geographically isolated communities that lack access to mainstream economic development resources.

Creates a Micro Business Outreach Center Network, a not-for-profit corporation, to coordinate networking and technical assistance activities among all outreach centers statewide.

Requires the Department to establish selection criteria for centers based on geographic/social isolation, client information systems, efficient use of resources, and access to economic development infrastructure.

Mandates the Commissioner file an annual report to the Governor and Legislature within 30 days after the close of the fiscal year detailing program effectiveness and recommendations for further legislation.
