Repeals subdivision 21 of section 1.03 of the mental hygiene law and makes terminology updates throughout the mental hygiene law replacing references to "mental retardation" with "developmental disabilities"

Renames the "Office of Mental Retardation and Developmental Disabilities" to the "Office for People with Developmental Disabilities" (OPWDD) throughout applicable law sections

Changes the title of Title C of the mental hygiene law from "Mental Retardation and Developmental Disabilities Act" to "Developmental Disabilities Act"

Updates language in provisions governing advisory councils, services, facilities, and programs to use person-first terminology emphasizing individuals "with developmental disabilities" rather than outdated classifications

Amends the Facilities Development Corporation Act to update references to "community mental health and developmental disabilities facilities" removing outdated terminology related to mental retardation
