Amends Banking Law Section 592 and 592-a to add "subdivision four of section 160.10 of the penal law" as a crime that can result in the superintendent refusing to issue a license or certificate to banking applicants and their affiliates.

Creates a new subdivision 4 of Penal Law Section 160.10 that classifies robbery of property from banks, trust companies, savings banks, safe deposit companies, savings and loan associations, and credit unions as an aggravated felony offense.

Applies the enhanced robbery penalty to theft from financial institutions chartered or licensed in New York State as well as out-of-state financial institutions that maintain branch offices in New York.

Takes effect on November 1 of the year following the bill's enactment into law.
