Transfers specified powers from the State Liquor Authority to the Chairman, including appointment and removal of employees, budgetary and fiscal matters, and establishment of hearing officer procedures to prevent ex parte communications.

Moves alcohol training awareness program development, certification, and oversight responsibilities from the Authority to the Chairman, including setting $900 fees and three-year certificate periods.

Removes the Authority's power to remove employees for cause and eliminates several reporting requirements previously vested in the Authority (annual reports, evaluations of underage drinking prohibitions, and license application processing data).

Maintains the Chairman's existing duties of presiding over Authority meetings, keeping license and permit records, inspecting premises where alcoholic beverages are manufactured or sold, and delegating powers to officers and employees.

Requires the Chairman to report biennially on recommendations for streamlining licenses, fees, enforcement methodologies, field personnel ratios, and interstate wine shipment information, effective immediately upon enactment.
