Amends definitions of "recognized registry association" and "working search dog" to remove outdated record-keeping and registration requirements.

Requires municipalities that issue purebred dog licenses to remit surcharge revenue (minimum $3) to the state commissioner for animal population control efforts.

Mandates municipalities remit dog license surcharges ($1 minimum for altered dogs, $3 minimum for unaltered dogs) to the state commissioner for animal population control purposes.

Allows counties with approved animal population control programs to receive collected surcharge funds from municipalities within their county to administer such programs.

Takes effect 60 days after becoming law and makes technical corrections to cross-references in agriculture and markets law sections.
