Designates the National Honor and Remember Flag as the official state flag of New York to honor members of the United States Armed Forces who died in the line of duty

Requires the Commissioner of General Services to procure Honor and Remember Flags within thirty days of the law's effective date and distribute them as necessary

Amends Public Buildings Law to mandate display of the Honor and Remember Flag on the Capitol building during legislative sessions and public occasions, in addition to the U.S. flag and state flag

Authorizes necessary expenses for flag procurement, display, and flagstaff installation to be paid from the state treasury

Takes effect thirty days after becoming law
