Establishes a temporary state commission on intimate partner violence within the office of mental health to examine prevalence, causes, effects, risks, and costs of intimate partner violence including dating violence toward young women.

Commission shall consist of 15 members: 7 appointed by the governor (including representatives from mental health, education, children and family services, and crime victims board), 3 by the senate temporary president, 3 by the assembly speaker, 1 by the senate minority leader, and 1 by the assembly minority leader.

Commission members must have expertise in intimate partner violence and shall receive no compensation but may claim actual and necessary expenses; the governor designates the chair and vice chair.

Commission shall submit a preliminary report within 12 months, a second report with outcome analysis within 24 months, and a final report with outcome analysis within 36 months of the effective date, along with any necessary legislative proposals.

Act takes effect immediately upon appropriation to the office of mental health and automatically expires three years and one day after the effective date.
