Requires the Department of Health to conduct a comprehensive evaluation of any nuclear power plant operating in New York before issuing a license extension, including studying the history of radioactive emissions and cancer rates in surrounding geographic areas.

Prohibits nuclear power plants from obtaining a license extension without first receiving a written report from the Department of Health containing the evaluation findings.

Establishes a 13-member Nuclear Power Plant Citizen Advisory Board within the Department consisting of the Health Commissioner, three public health experts, three breast cancer advocates, three environmental advocates, and three children's cancer advocates.

Directs the advisory board to develop the methodology for nuclear plant evaluations and submit recommendations to the Department within six months of the act's effective date.

Cites a study showing infant death rates dropped 15-20% after reactor closures and notes 42 million Americans live within fifty miles of nuclear plants to justify state-level health evaluation before license renewals.
