Commissioner of the Division of Homeland Security and Emergency Services must establish and implement a mechanism for mass purchase and distribution of potassium iodide pills to all persons within a 50-mile radius of Indian Point Energy Center nuclear power plant

Distribution of potassium iodide pills is triggered in the event of a nuclear emergency at the plant or a terrorist attack involving release of radioactive matter

Federal homeland security funds allocated to New York State shall be used to cover all purchase and distribution costs of the potassium iodide pills

Act takes effect 30 days after becoming law, or 45 days after an appropriation is made if no appropriation exists on the effective date

Division of Budget must notify the Legislative Bill Drafting Commission by September 1, 2011 regarding whether an appropriation has been made
