State shall pay all reasonable prosecution costs when an inmate-patient committed from a state correctional facility commits an offense while in the Department's custody.

Covered costs include grand jury, petit jurors, witnesses, public defense counsel, District Attorney expenses, Sheriff costs, and additional court personnel.

Counties must submit sworn statements of all costs to the Department, which certifies authorized expenses and forwards vouchers to the State Comptroller for payment.

State Comptroller must review cost statements, remove unauthorized items, and issue warrants to county treasurers from appropriated state funds.

Department shall promulgate rules and regulations in consultation with the Director of the Budget to implement this provision, effective immediately upon enactment.
