Allows claimants with learning disabilities to receive assistance from a parent, guardian, or authorized person during the entire unemployment insurance benefits claim process, including using the claimant's PIN number with consent.

Requires claimants to provide written proof of a learning disability to the Department of Labor to authorize such assistance.

Mandates the Commissioner include a check box on all claim forms for claimants with learning disabilities to indicate they will be enlisting assistance during the claim process.

Requires the Commissioner to provide a learning disability option on automated telephone systems that allows assistance during claims or provides additional support for claimants with learning disabilities.

Takes effect 60 days after becoming law, with authority granted to create necessary rules and regulations for implementation immediately.
