Amends General Municipal Law to authorize cities, towns, villages, and counties to require permits for demonstrations within 1,000 feet of funeral events occurring within 30 days of death, during or within one hour before/after the funeral.

Defines "demonstration" as a pre-planned gathering of 12 or more persons for public exhibitions including processions, parades, protests, pickets, marches, or rallies.

Requires permit authorities to promptly review applications, issue permits with specified time/place restrictions if requirements are met, or provide written denial with detailed explanation and reconsideration procedures.

Authorizes local governments to establish civil penalties for intentionally organizing and conducting unpermitted demonstrations, with increased penalties for repeat violations within three years.

Amends Parks, Recreation and Historic Preservation Law to allow the State Department of Parks and Recreation Commissioner to promulgate regulations requiring permits for demonstrations on state property, with civil penalties up to $500 for first violation, $1,000 for second violation within three years, and $2,000 for third violation within three years.
