Mandates inclusion of at least one charter school parent representative on the Chancellor's Advisory Cabinet for Special Education (which oversees individualized education programs).

Mandates inclusion of at least one charter school parent representative on the English Language Learners Advisory Council (which oversees bilingual and English as a second language programs).

Changes the Secondary Education Council from ten voting members to nine public school parent members plus one charter school parent member, all selected by borough parent association presidents and officers.

Requires at least one charter school parent representative on each Community School Board (if a charter school operates within that community district).
