Amends Social Services Law Section 95 to replace all references to "food stamps" with "Supplemental Nutrition Assistance Program (SNAP)" and "food stamp program coupons" with "SNAP benefits" throughout the statute

Authorizes the Office of Temporary and Disability Assistance to submit plans to the federal government to participate in SNAP and delegates implementation responsibilities to social services commissioners and districts

Requires social services districts to certify SNAP eligibility, receive and issue SNAP benefits, develop operational plans, and may distribute benefits through banking institutions or other public or private agencies

Maintains existing eligibility requirements and sanctions, including child support cooperation provisions and restrictions for individuals under court order for unpaid child support arrears of four months or more

Repeals the optional "food assistance program" subdivision (former Section 95(10)) that previously allowed districts to operate a separate food assistance program for certain non-citizen aliens, with an effective termination date of September 30, 2005
