Allows officers, boards, and agencies of counties, political subdivisions, and districts to purchase apparatus, materials, equipment, supplies, or contract for services through contracts let by the federal government, states, other counties, or other political subdivisions if those contracts used competitive bidding consistent with state law.

Permits governmental entities to use contracts made available to other governmental entities, providing greater flexibility and potential cost savings through shared purchasing arrangements.

Does not exempt counties, political subdivisions, or districts from complying with minority and women-owned business enterprise program mandates or preferred source requirements under state finance law.

Takes effect immediately upon enactment and expires five years after the effective date, after which the provision is repealed.
