Amends Mental Hygiene Law Section 13.19 to cap direct care workers at 60 hours maximum per seven-day work week at facilities licensed by the Office for People with Developmental Disabilities.

Permits exceptions to the 60-hour limit only in cases of extraordinary emergency including fire, flood, or danger to life or property.

Defines "direct care worker" as an employee whose primary responsibility is daily care, supervision, and interaction with residents in licensed residential facilities.

Takes effect 90 days after becoming law, with agencies authorized to adopt necessary rules and regulations immediately upon passage.
