Designates developmental center ombudsmen as employees of the Commission on Quality of Care and Advocacy for Persons with Disabilities rather than the office previously responsible for them.

Requires ombudsmen to meet quarterly with the Commissioner or their representative to discuss systemic issues within their jurisdiction.

Maintains ombudsman duties including receiving complaints, consulting with parents and guardians, reviewing complaints with staff, referring unresolved issues to appropriate agencies, and maintaining confidential records.

Preserves the selection process where the board of visitors president recommends three candidates and the Commission selects one, with removal only permitted for just cause after notice and hearing.

Takes effect ninety days after becoming law.
