Replaces all references to "private duty nursing" with "specialized nursing services" throughout the Public Health Law and Social Services Law.

Applies the terminology change to provisions governing rate adjustments, service eligibility, local district responsibilities, and worker recruitment and retention programs for nursing services.

Maintains existing regulations requiring specialized nursing services to be cost-effective alternatives to home health agency services and appropriate for individual patient needs.

Updates language in provisions addressing recruitment and retention of specialized nurses, including enhanced rates for services provided to medically fragile children based on cost-effectiveness compared to institutional care.

Takes effect immediately upon enactment.
