Authorizes the Director of the Division of Lottery to develop and implement no more than two scratch-off lottery games dedicated to library assistance, with revenues deposited into a new Library Assistance Fund after payment of prizes and administrative costs.

Requires lottery tickets to clearly state that all proceeds go toward the Library Assistance Fund and mandates ticket sales begin no later than December 31, 2012.

Establishes the Library Assistance Fund in the custody of the State Comptroller with monies kept separate and used only for library assistance costs, approved by the Department of Education.

Requires the Department of Education to create a direct grant program that disperses funds to libraries based on need through an application process, prioritizing areas with greatest library need in New York State.

Permits the fund to receive monies through gifts, donations, federal assistance, transfers, appropriations, and the dedicated library lottery game revenue, with minimal administrative costs allowed to the Department of Education.
