Amends insurance law sections 3216, 3221, and 4303 to modify prescription drug coverage requirements for individual policies, group policies, and health service corporation contracts.

Requires insurers to permit insureds to fill covered prescriptions at network participating non-mail order retail pharmacies at the insured's option, provided the retail pharmacy agrees in advance to the same reimbursement amount and terms established for mail order or non-retail pharmacies.

Prohibits insurers from imposing different co-payment fees or other conditions on insureds purchasing drugs from network participating retail pharmacies compared to those purchasing from mail order or non-retail pharmacies.

Exempts policies resulting from collective bargaining agreements between employers and recognized employee organizations from these requirements.

Takes effect on the same date as chapter 597 of the laws of 2011.
