Authorizes Camphill Ghent, Inc. in Columbia County to establish a long-term care community providing services to persons with developmental disabilities and seniors in integrated settings, subject to approval by the Commissioner of Health and Public Health and Health Planning Council.

Allows residents of Camphill Ghent's adult home or assisted living program to remain in the facility even when they develop nursing, medical, or cognitive care needs that would normally disqualify them, provided the program furnishes necessary additional care.

Exempts Camphill Ghent from specified provisions of social services law regarding retention standards, resident compensation for services, and assisted living program requirements; also exempts from enhanced assisted living certification requirements under public health law.

Permits extensive use of volunteer workers to supplement professional staff services within the community, supporting the Camphill model of integrated community living.

Repeals section 4 of the prior 2011 authorization and takes effect immediately upon enactment.
