Authorizes the commissioner of health to charge environmental laboratories approval fees to recover the cost of operating the department's laboratory approval program, subject to budget director approval.

Establishes approval fees composed of base administrative fees, category of service fees, and inspection fees, with the commissioner required to publish a detailed annual fee schedule on the department website at least 30 days before each approval year begins.

Permits the commissioner to waive all or part of fees for laboratories operated by the state.

Requires that total approval fees collected in an approval year shall not exceed the department's operating costs, with any excess amounts collected causing base administrative fees for the next year to be proportionally reduced.

Takes effect 120 days after becoming law, with authorization for the department to adopt necessary rules and regulations immediately upon enactment.
