Expands the prohibition on diverting public transportation funds from only the Metropolitan Transportation Authority and New York City Transit Authority to all public transportation systems statewide, including county and city systems.

Prohibits the Director of the Budget from diverting revenues from taxes and fees into any state fund for purposes other than supporting public transportation systems.

Removes the previous exception allowing fund diversions during a declared fiscal emergency without legislative action.

Requires the Director of the Budget to create a diversion impact statement for any fund diversions that occur through legislation, including the amount diverted, cumulative diversions over the preceding five years, and estimated impacts on transit service, maintenance, security, and capital programs.

Takes effect immediately upon enactment.
