Amends New York Constitution Article 7, Section 4 to establish a default budget mechanism if the legislature fails to pass all appropriation bills within 72 hours from the start of the fiscal year.

Default budget comprises appropriation bills from the immediately preceding fiscal year, with aggregate disbursements capped at the prior year's level.

Grants the Governor authority to transfer appropriations between purposes, reduce General Fund appropriations by uniform percentage, and modify apportionment laws if revenues fall below the prior fiscal year, with notice to both houses within 15 days.

Governor's modifications must maintain uniform percentage reductions across affected entities and cannot reduce disbursements below prior year levels except where permitted by law.

Requires the amendment to be referred to the first regular legislative session after the next general election and published for 3 months before that election.
