Amends Mental Hygiene Law Section 13.34 to replace all references to "developmental centers" with "developmental disabilities services offices" throughout the ombudsman advocacy statute.

Establishes that an ombudsman employed by the Commission on Quality of Care and Advocacy for Persons with Disabilities shall be stationed at each developmental disabilities services office to receive and respond to client complaints.

Grants ombudsmen authority to advise families and interested parties on complaints, review and remedy specific issues with facility staff, refer unresolved complaints to appropriate agencies, and maintain confidential records.

Requires facility directors to inform parents, guardians, and correspondents about the ombudsman's existence and duties through regular posting, and to provide ombudsmen with private office space and adequate administrative resources.

Takes effect immediately upon enactment.
