Establishes specific diagnostic requirements for Autistic Disorder, including at least six symptoms related to social interaction impairment, communication qualitative impairments, and restricted repetitive behaviors, with onset prior to age three.

Sets criteria for Asperger's Disorder characterized by qualitative social interaction impairment and restricted repetitive behaviors without clinically significant delays in language, cognitive development, or self-help skills.

Takes effect immediately upon enactment.
