Amends real property tax law section 467-b to require supervising agencies administering tax abatements for rent-controlled and rent-regulated properties to develop plans increasing senior and disabled person access to abatement forms in community settings

Mandates supervising agencies provide form completion assistance through partnerships with senior centers, community-based organizations, community boards, neighborhood preservation companies, and rural preservation corporations

Authorizes partnering organizations, entities, and agencies to accept completed tax abatement forms from applicants and forward them to supervising agencies, with such forms treated as if submitted directly by the applicant

Requires supervising agencies to provide training to partnering organizations on form completion and supply direct contact information to applicants and participants with program questions

Takes effect immediately with amendments expiring when section 467-b of the real property tax law expires
