Authorizes the town of Inlet in Hamilton County to extend eligibility for the optional 20-year retirement plan under NY Retirement and Social Security Law Section 384-d to Sergeant John Harrington, who missed the application deadline through no fault of his own.

Requires the town to file a resolution with the state comptroller by December 31, 2013, certifying that Harrington's failure to apply timely was not due to his own negligence.

Allows Harrington to elect coverage under the 20-year plan by filing a request with the state comptroller on or before June 30, 2014, with full rights and benefits under Section 384-d.

Town of Inlet bears all costs, including an estimated one-time past service cost of approximately $40,400 and increased annual contributions of approximately $3,600 for fiscal year ending March 31, 2013.

Effective immediately upon enactment.
