Adds Section 308 to the State Administrative Procedure Act authorizing agencies to adopt regulations for optional streamlined adjudicatory proceedings conducted by mail, email, telephone, or videoconference for small businesses.

Requires agencies establishing streamlined proceedings to consider case complexity, potential sanctions severity, need for personal appearances, and cost reduction while ensuring fair outcomes and protecting rights of all parties.

Mandates that streamlined proceedings may only be used with consent of the small business respondent, the agency, and any other necessary party.

Directs the Departments of Environmental Conservation, Health, and Labor to institute pilot projects within 180 days offering streamlined proceedings for at least one regulatory program and to report comparative data on costs, timeliness, and outcomes to the Small Business Advisory Board after one year.

Adds reporting requirement to the Small Business Advisory Board to report to the Commissioner, Governor, and Legislature on agency use of streamlined optional adjudicatory proceedings for small businesses.
