Requires New York State agencies to submit regulatory agendas to the Secretary of State for publication in January and June issues of the State Register, listing rules under consideration and including the agency representative's name, address, email, and phone number.

Mandates that all rules adopted after the effective date be reviewed at least every five years, with rules requiring regulatory flexibility analysis or job impact statements reviewed after two years, with agencies able to propose different review periods up to five years.

Requires agencies to publish in their January regulatory agenda a list of rules requiring review in the coming year, including analysis of need and legal basis, and inviting public comment for at least 45 days.

Directs the Secretary of State to publish a weekly delinquent list in the State Register beginning in September each year identifying agencies that have not submitted required rule review lists.

Extends the expiration date of regulatory agenda provisions from December 31, 2012 to December 31, 2016.
