Amends County Law Section 224, Subdivision 23 to permit Onondaga County to apply to the Federal Foreign Trade Zones Board for a foreign trade zone covering Onondaga County and adjacent counties of Cayuga, Oswego, and Madison.

Expands the authorized service area for the foreign trade zone to include sites in all four counties (Onondaga, Cayuga, Oswego, and Madison) rather than limiting it to Onondaga County alone.

Defines "adjacent" counties as those located within 60 miles or 90 minutes driving time of a U.S. Customs and Border Protection port of entry near Syracuse Hancock International Airport.

Removes prior language requiring separate approval from Cortland County for sub-zone creation, eliminating Cortland County from the foreign trade zone collaborative arrangement.

Authorizes Onondaga County to enter contracts, appropriate funds, and take other actions necessary to promote, establish, and maintain the multi-county foreign trade zone.
