Amends the Parks, Recreation and Historic Preservation Law to add section 13.20 establishing free use of state parks for family members of individuals who died while serving in active military, naval, or air service during wartime.

Family members of deceased service members may use any state park under the same terms and conditions as the general public, but without paying fees or other charges.

Takes effect 60 days after enactment, with authority for the Department to adopt necessary rules and regulations immediately upon passage to ensure implementation by the effective date.
