Amends the definition of "New York stallion" under racing, pari-mutuel wagering and breeding law to reduce the lease term requirement from two years to one year for out-of-state owned stallions standing in New York.

Applies the one-year lease term reduction to stallions owned by a resident of another state and to stallions owned jointly by residents of New York and another state.

Maintains existing requirements that stallions must be registered with the fund and stand the entire stud season in New York.

Requires leases to be filed with the fund or its designated agent.

Takes effect immediately upon enactment.
