Authorizes the Hartsdale Fire District to allow firefighter Paul Liberatore retroactive membership in the New York State and Local Police and Fire Retirement System's optional twenty-year retirement plan under sections 384-d and 384-e.

Requires the Hartsdale Fire District to file a resolution with the State Comptroller by December 31, 2012, certifying that Liberatore's failure to timely apply was not due to his own negligence.

Allows Liberatore to elect coverage under sections 384-d and 384-e by filing a request with the State Comptroller by June 30, 2013.

Makes the Hartsdale Fire District responsible for all past service costs incurred, estimated at approximately $51,700 as a one-time payment in February 2013, plus approximately $12,300 in increased annual contributions for fiscal year 2013.

Takes effect immediately upon enactment.
