Mandates notification must inform patients that dense breast tissue is common and not abnormal, but can make it harder to find cancer on a mammogram and may be associated with increased breast cancer risk

Directs patients to discuss results with their doctor and ask whether additional screening tests might be useful based on their individual risk factors

Defines dense breast tissue as heterogeneously dense or extremely dense tissue, with the Commissioner of Health to establish regulations based on nationally recognized guidelines including the Breast Imaging Reporting and Data System of the American College of Radiology

Takes effect 180 days after becoming law, with the Commissioner of Health authorized to promulgate rules immediately for implementation
